Tay Ter Long

Ter Long is a senior executive with more than 20 years of experience spanning both the private and public sector. He currently serves as Chief of Government Procurement in Singapore’s Ministry of Finance and leading the procurement profession in the public service. He has a pivotal role in empowering procurement to unlock value to achieve desired outcomes with good governance and value for money.  

Ter Long was formerly the Group Director of Contracts & Procurement at Jurong Town Corporation. Ter Long contributes actively towards the procurement community both in the public and private sector space, serving in various platforms and committees.  

Ter Long graduated from the National University of Singapore with a Bachelor of Science, (Hons) (Building) and is also an Accredited Professional Quantity Surveyor (APQS), Fellow of Royal Institution of Chartered Surveyors (RICS), and Fellow of the Singapore Institute of Surveyors & Valuers (SISV).
